Medical device distributors and buyers in Norway: who buys what, and how
Seventeen distributors across hospital, municipal, dental and laboratory channels, the central procurement body behind the hospitals, and the questions that qualify a partner. Written for manufacturers preparing a Norwegian launch.
Start with the product and its use
Norway’s specialist health service buys centrally through one body, which makes the public route unusually clear; municipal elderly care and the dental sector buy separately. Match the channel to the product before approaching anyone.
Companies listed are research examples drawn from their own websites and industry sources, checked on 12 October 2026. They are not Fractio partners; inclusion does not establish interest in new manufacturers or suitability for your product. Verify scope and contacts before approaching.
How Norway buys
Sykehusinnkjøp HF, owned by the four regional health authorities, runs all tenders and frame agreements for the hospitals — medical consumables, lab, surgical products, capital equipment, pharmaceuticals — with a portfolio of around NOK 57 billion; hospitals then call off the agreements. Since March 2026 suppliers register and bid through its Ivalua platform (replacing Mercell); notices appear on Doffin and TED. Norwegian-language documentation is expected, and most foreign manufacturers bid through a Norwegian distributor that already holds agreements.
Municipalities buy elderly-care and homecare consumables through their own or joint frame agreements, typically served by Norengros, OneMed and Mediq; assistive devices go through NAV’s hjelpemiddelsentraler. The regulator is the Norwegian Medical Products Agency (DMP): foreign manufacturers selling through a Norwegian distributor are exempt from the Norwegian device register, and there is no national registration duty for importers and distributors. Norway applies the MDR/IVDR through the EEA agreement. The industry association is Melanor.

What the groups mean for you
Asker Healthcare Group has consolidated much of the Norwegian consumables channel (OneMed, OneMed Services, Gymo, Dico, AdCare, Med-Kjemi); AddLife holds Triolab and Hepro; Mediq and Vingmed cover the hospital side. A product accepted by a group in Sweden can usually be offered in Norway through the same group — but the Norwegian agreement is a separate tender with its own timing.
Questions to qualify a distributor
- Which Sykehusinnkjøp frame agreements does it hold, for which product categories, and when are they re-tendered?
- Does it serve municipalities and the bandagist/retail channel, or hospitals only?
- Who handles Norwegian labelling, Ivalua registration and vigilance?
- How are first orders, repeat orders and complaints reported back?
